I love how they play with good vs bad in this episode. Do you root for Boyd or Paul? Do you feel bad when Topher gets tased? The ethical questions and conflicts this show raises are the things, I think, that keep it so relevant after so many years.

I understand Paul's obsession with Caroline as it being his motor for not giving up. They're also just playing with the unstable cop trope, the problem is that the actor has such a healthy and stable appearance and general vibe about him that it's a little odd.
