the 3rd hokage used the reaper death seal jutsu combine with shadow clone jutsu to seal orochimaru hands and the 1st and second hokage in exchange for his life. if you recall the 3rd hokage explained the jutsu and what it does. also the reanimation jutsu that orochimaru uses back in the day at the most only showcase between 30-60% of the ones summoned by it strength. also did you notice the hand sign used looks like earth style.
