I think when people say Jiren is boring they mean his personality and backstory or lack there of. There wasn't really any build up, he doesn't say much at all, and if you were to go back through DBZ from Vegeta-Kid Buu every major villain had that old school monologuing personality and they would make quips or jokes, usually dark in nature, but you loved to hate them. And if they weren't all that chatty they were at the very least entertaining(The androids getting in a van to go cross country or Kid Buu with his celebratory dancing). Jiren just doesn't do any of those things. He lacks a certain zest or flair that other major nemesis had.

Exactly. Like don't get me wrong, Jiren puts on badass fights, and he is completely and totally badass, but he just has no personality. He's like Brock Lesnar. Big, fast, intimidating, but he needs a hype man to give him his personality, or rather in Jiren's case, his fellow Pride Troopers and the gods of Universe 11 constantly hyping him up to everyone else. Also, I personally find his design of just a simple bulky stock grey alien is also rather lame, especially in the face of the insane creativity in regards to character designs we've seen from the Tournament of Power. He's a badass, but being a badass only gets you so far when you just don't really do anything aesthetically or personality wise.
