It’s a myth the British police aren’t armed. The average officer on patrol is not armed, but there are special armed response teams that can be called in when necessary. This means that any initial contact between an officer and a member of the public starts out more low-key; neither side is about to try and kill the other. (In contrast to the US situation where some officers are, perhaps understandably, on a hair-trigger.) On the rare occasion in the past when some politician raises the suggestion of arming all police officers, it’s the officers themselves that reject this; they don’t want to escalate their interactions. (The exception to this is police in Northern Ireland who are routinely armed.)

It's important to also point out that, due to the ban on firearms, most criminals are unarmed as well.

Torchwood's first season can be very self-consciously 'adult' at times. It finds its niche, though. You're right about Jack - he has plenty of good material here and John Barrowman repeatedly proves how versatile a performer he is. Whereas he was little more than comic relief on Who,in Torchwood he's far more interesting.

There was also a spin-off series with Sarah-Jane Smith, called The Sarah-Jane Adventures. Although aimed at young teens,it had a lot of creative storytelling;and it compliments the adult tone of Torchwood quite effectively, imo. It would be fun to see you react to some of the stories.
