This is something I never saw tackled before with the dum dum juice. This is a bit of a spoiler for the season finale but since you already made it that far... When Gumball attempted to use the dumdum juice against Princess Bubblegum but it ended up on Peppermint Butler, she was horrified. Remember that Peppermint Butler started out as cute and simple in that one flashback with Shoko. Later he becomes more advanced. She also warns her citizens about being doused in dumdum juice before the battle. Which that warning would not be necessary if they were already affected by dum dum juice. Several episodes also show some competent candy people like root beer guy, random artistic banana guard, and the noir episode with the knowledgeable drugstore worker, and many others. Even Cinnamon Bun just needed to bake more and have more worldly experience. I think the idea that PB implemented dum dum juice to create her kingdom is thoroughly debunked. It's more likely that her overprotective and controlling leadership style led to complacent citizens. And the dumdum juice is used to transform already sentient independent beings into dependent happy servants.
