Also I don't think Korra can Bloodbend. Not every bender can just learn to do everything. Bloodbending especially is a rare ability. Either you have it or you don't. Its like genetics. So I'm not sure she can just learn it even if she wanted to.

Tarrlok is partly based on Joseph McCarthy and A. Mitchell Palmer. They did not trust anyone affiliated with anarchism or communism. So, they imposed strict laws on foreigners and liberals because they were thought to be inclined to join such groups. Also, the curfews on non benders is based on the 1960s Watts Riots in L.A. where poor and African-American neighborhoods were closed off by police under suspicion of civil unrest.

I mean she's the avatar. If she had a teacher she probably could. The avatar can learn everything, so it would make sense if an avatar could learn all the sub elements.

I dont know where you are getting your info, but no the avatar cannot just learn everything. Bending is genetic. So there's only so much someone can do, even the avatar. If you don't have the disposition, then you can't do things that are rare like bloodbending.
