Things are going to get crazy these last three episodes. I wanted to mention that under all this real world and political allegory there is also a deeper meaning. Season 4 could have been the final season as the showrunners were not sure it would be picked up so that’s why many familar faces return and many themes from previous seasons are back. But one of the main things is the show not being considered important to the wider MCU as you know by some fans with some even saying nothing on the show matters because it’s not “canon” What the show is trying to really say here in the framework with the debate on what’s real and important is all these years these characters have been fighting and fighting losing people and the people who say it doesn’t matter are wrong. Whether the show is canon to the larger MCU is a hot topic but what the writers want to say is that doesn’t matter because what they fight for is real. These characters aren’t defined by being apart of the MCU. What they do matters to their story.

"No, I won't." 4x19: "I didn't totally understand him until I met you. I guess there was some good in him after all." You might have noticed the similarities between Fitz and Ward. Terrible father figures steered both of them into becoming Hydra Agents, while a mother figure turned them into good people and Agents of S.H.I.E.L.D.

The reason John Garrett was mentioned in this episode was because this was around the time of Bill Paxton’s passing. I think if Bill was alive at this point that he may have been brought back as one of Madame Hydra’s advisors. To answer your question about who these NPC’s are, they are just programs created by the Framework to populate the world. Their personalities were created using data from the real world via modems Radcliffe hacked across the world.

I mentioned to look out for a certain real world reference a few episoes back, and it's in this episode. Bakshi trying to buy furniture for one of his employees was a reference to Bill O'Reilly, who around the time had a bunch of sex scandals and apparently that was his go to move to try to sleep with his subordinates lol
