I would assume rather than know that the reason for the practical vs visual effects for this would be the shooting schedule. Billie having a larger role against the others whom have to have their faces covered. The time for her to in the makeup chair would eat into the shooting schedule. But perhaps it was for one of the other reasons you gave, I'd be interested to know also.

I’ve tried my best to find a reason behind it but there’s nothing on commentary and the behind the scenes for the earlier seasons is less accessable as they didn’t put it on the box sets so unless somebody recorded the Doctor who confidential episodes it’s very difficult to find it. And it’s not on any of the wikis 😩

Toasted Toad

Not my favourite episode, although it could have been worse. David's performance is great "I Am Talking" "I'M NOT LISTENING!!", but the pacing is off or something. I think they could have made better use of Maureen Lipman as the Wire - given her something more interesting to say. She's a fabulous actress and comedienne (famous here, although in the States probably not a face anyone recognizes) and they didn't really give her much to do.
