I've seen a reactor observe that despite not being a D. himself, Sabo's behavior (that of having a huge impact on the world and having a great purpose), Sabo behaves as a D. would because he's been influenced by their presence his entire life. Grew up with Monkey D. Luffy and Portagas D. Ace, occasionally got disciplined by Monkey D. Garp, then was essentially raised by Monkey D. Dragon... I'm thinking this logic also works for Garp. Unlike every other D., he's in the marine, playing his part as the one who influences those who do not have the D. name. Raising guys like Aokiji and Koby. Having family members and one pupils whose paths took a different turn from his. He thinks he's a failure because of that, when in fact, who he is probably played a part in them being who they are today.
