I'd assumed Totomaru's ability was specifically to control fire directed at him, where he's the target, especially with Natsu's line "I wasn't aiming at you in the first place!" But I reread the battle very carefully and the reason isn't actually explicitly stated. My brain has a tendency to autofill on smaller details like this. So Mirajane and Elfman are a tad traumatised. Mirajane being the most obviously affect considering how she used to be an S-Craft wizard and now stays out of combat. The Elfman v Sol fight is different (worse in my opinion) in the manga. Sol mentions once that Elfman killed Lisanna. A little blood. Elfman thinks this fight is hard and considers using the full takeover. One memory panel of Lisanna and he changes his mind, so Sol beats him. Elfman sees Mirajane is in trouble, gets a one panel memory of the three siblings, and remembers he doesn't want Mirajane to cry. No Lisanna growing out of the floor, no petrification of eternal torment. The anime is a lot more effective. That middle memory, the day they were leaving to go on the job, we saw a bit of that at the end of episode 20. So while it felt perfectly fine when we first saw it, Natsu was remembering the last time he ever saw Lisanna. Bit of blood censored, nothing major. Are you familiar with the concept of hard and soft magic and how they are different?

I am familiar with hard and soft magic. Avatar The Last Airbender being an example of hard magic with specific and defined rules governing the magic of the world. Fairy Tail seems like more of a soft magic system.

Basically, yeah, though it thinks it's supposed to be a hard magic system and keeps trying to chuck rules at the magic.
