I love this episode. There's a lot of things I would like to say, but the line between what's can be implied from here and what's going to get spelled out later on is rather thin. One thing that I think is safe to say is Toshirou's reasons for being attracted to Falin are very... shallow. I don't mean in the appearance sense though. Like, the only reason he was attracted to her is because she wasn't like other girls he knew. How, is that because she's from a different culture? Well, if so, so are Marcille and Namari. Which leaves the autism. He's attracted to her because her autism makes her come across differently. All of the things that he hates about Laios are things he finds attractive in Falin. I'm not joking, there's an omake where Toshirou is gender swapped, and is attracted to Laios. There are three characters I headcanon as autistic in this show, two of them being Laios and Falin. (The mangaka has not confirmed Laios being autistic so *technically* it's a headcanon). I'm curious if you'll pick up on the third character.

I would actually be shocked if you told me the third wasn’t Kabru at this point.

Lol, I’ll take this to mean I’m right, it’s a very different representation of Autism than Laois, but there is overlap.

A further issue in Laios and Shuro's situation is that Laios has been kinda unknowingly casually racist towards him. Shuro's real name is Toshiro (which was briefly mentioned,) but Laios misheard it and has been calling him the wrong name ever since (and telling everyone else to call him that.) He has made some stereotypical assumptions. A bonus comic shows that they met by Laios noting his foreign appearance, being curious about his country, excessively asking him questions for several hours, and then assuming they were besties while Toshiro was too polite to directly tell him he didn't want to deal with any of that. To be fair, I don't think ordinary people have a good understanding of how other countries work in this setting at all (it's also a recurring theme that the different species understand each other very poorly, hence why several characters cannot tell how old others are supposed to be) and Laios is at least genuinely trying to be friendly (unlike many other characters who just actually look down on and dislike different types of people.) The issue ultimately is the unfortunate mix of Laios having poor social skills, while Toshiro is from a culture that highly values being non-confrontational, so he didn't correct Laios or say anything until now. Which is why Toshiro also admits he envies Laios, because he is always sincerely himself.
