they're both so silly but for what its worth - i think simon's issues with johnny is because his relationship with him is fundamentally different than what he had with price. price knew him as a human before he knew him as a wraith...their relationship has inherent baggage and while he's unbearably loyal to his captain and does love him, he's not in love with him. johnny only knows him as this, it's completely up to simon to decide what he wants to tell him, their relationship is starting with both of them on the same terms, and while simon could rely on price to take over and overwhelm him when he needed him to, soap has made it very clear that simon has all the power here. simon is in control, but it also means it's entirely on him if he fucks this up. tldr; simon really really wants to do this 'right'...whatever that means to him.
