Machinehead was the boss, Titan used Invincible to do a coup/takeover and made a side deal with Isotope most likely to come on his side once he's in charge.

My understanding is that Titan doesn't like how Machine Head works (plus he is indebted to him so he is forced to work for him) so he decided to overthrow MH by using Mark to help him dethrone MH. He managed to get Isotope to help him out so he took over MH criminal empire for himself to improve his family livelihood.

Yeah, like others said. Machine Head was the Boss, but like Titan said. Machine Head basically controlled the whole city, with drugs and all that bad stuff. Titan was in debt with Machine Head and Machine Head didn't let him off the hook even after repaying his debt. So Titan tries to find a way out, which is Invincible. And like he said to Invincible, if Invincible helps with it would help many people that actually need help. Which are the normal civilians that suffer from people like Machinehead. So he took the chance and became the Boss, and Isotope said "whatever you told the kid to get him on your side" but Titan said "I told him the truth. I'm gonna mak this City a better place for a lot of people." Because with this position now he has the power to do so. The Chip in Machine Heads head was the Chip that Titan brough him at the beginning of the Episode, which allows him to see all kinds of possibilities. Otherwise Machine Head is just a Machine Head. And yeah, Cecil pretty much knows that Omni Man killed the Guardians, it's the logical thing. But there are 2 things. 1. He tries to find a Reason for Why. and 2. He tries to find a way to deal with Omni Man, because as of right now Omni Man is not killable. He killed the all of the Guardians alone, can deal with any danger the World has to offer. And now with the Blood from Mark they know that Drugs, Viruses, Bacteria, Prions, Nanobots and Radioactives don't. So yeah, they have a really hard time to find a way to deal with Omni Man. Which is the reason why they already send Mark on Mission to see what he can do and want to save his life no matter what. Which is why in one of the previous episodes Cecile said something along the lines that Mark might be their best Chance against Omni Man. Since Mark is also a Viltrumite.
