Based on what happened in the movie I am pretty sure Reg just needs an energy source like electricity in order to recharge his blasts. Since he recharged in the movie right before they came down to this floor he didn't need to be recharged in the first place. The white whistle basically draws out his capabilities and raises him to a higher level.. It is basically a type of super saiyan transformation you could say.

Man, I love that it's so hard to trust these hollows because of their looks and because like 5 of them turned out to be aggressive. Other than that they all have been pleasant as fuck. But then I let the mistrust I have because of their looks "interpret" their words instead of just taking them at their... word. Yes, a child would be valuable but we have already established that the village will not allow you to steal. It's the gravest crime. So why did I constantly think they are threatening Riko? They aren't, they're just commenting on how valuable she is and how they would like to have her. Much like people think "Man that's a nice house I'd like to have it" without also meaning "I will now murder the owner and declare it my own."

The white whishels can draw out the power of one specific relic. Oden had the Cube they carried riko in. And bonreue had the soul sharing thing. Reg is rikos relic. She is the only on that can draw out his true power. ☺️
