The Grizzly Magnum is supposed to be a gear 3 bazooka with armament haki. With the pacing issues it looked like a push in the anime.

That grizzly magnum move was an immediate attack by luffy. In the anime they draw it out for suspense. That's why it didn't seem like he hit caeser that hard

Say what you will about Monet, she was a real gangster: going for the deadly gas weapon before Joker even asked her to, willing to detonate it to destroy his enemies even though it would cost her the rest of her life. That girl was willing to do anything in the service of her "young master", so even though she was an enemy I could not help but feel for her here.

Also about the Grizzly Magnum thing it feels that way bc of how they chose to animate it. In the manga there was no power struggle like in the anime he just ran full force, blasted him and he flew. But they still needed him to end up I. The same place to continue the story so that’s why it feels like he didn’t hit him that hard.
