It was never mentioned in the anime but Kira’s dad was one of Dio’s top minions and was entrusted with an arrow to safe keep before Dio died because he was considered loyal enough. If we do the math then Kira probably became a stand user a few years after he became a killer and his stand manifested as a desire to get rid of evidence. His dad probably stabbed him with it to give him a power to not get caught with. There were two arrows in Morioh. The one okuyasu’s brother found and the one Kira’s dad had. It was implied that Dio had multiple arrows and that was how he was able to acquire so many stand users so quickly around the world.
