The reason Jotaro has a stand that can also stop time is cause if you think about it all the Joestar stands were caused by the signal from Jonathan's body calling for help. When Dio got a stand he also caused Jonathan's body to awaken Jonathan's stand that is a version of Hermit Purple which then causes the signal and is also the stand that Araki said all Hamon users gain. Joseph then proceeds to inherit a stand like his grandfather's from the soul signal. Joseph being older now and not really able to fight as well gains a stand that can track down Dio from Jonathan's body. Jotaro being the younger Joestar and the MC is given the only power that counter the World from the soul signal since now Dio's body is also Jonathan's making him a Joestar and stands can be inherited which is what causes Jotaro to inherit his stand. Jotaro just never knew cause like Dio at first he thought all his stand did was punch fast. Basically Dio played himself by getting a stand with Jonathan's body and fate said aight bet.
