I didn't even think about the "Horned Salute" Symbolism. On the surface it seems to be Heaven, but with every step they take it becomes more Hellish. And this God seems to behave more like a devil than a god.

I think, if I remember well, E. Oda said it himself, that every person can make their own conclusions / opinions about the One Piece world. He never intended to make somethin look like this and that. You can just make your own conclusions. It was early mentioned in his work. But I think it counts even further in the story. My eng. is bad, lack of coffee and early morning isn't good 4 my brain, gomen :D
