Gotta say, I'm not really fond of mirror shots at all. It's rather distracting once you see it.

To answer your question about the flame thrower in a world of fire types it’s probably used for clearing large chunks of ice and paths covered in snow and I’d imagine maintaining one would be a cheaper alternative to feeding a fire type. Also since as far as I’m aware of even criminals obey the six Pokémon. they might be used be criminals that don’t have fire types or have a full belt without room for fire types. As for how one came to exist? my head-canon would be pyromaniacs wanting to emulate fire types.
