A point kelly should know is Animals dont develope quirks. They are humans who were affevted by theyre quirk giving them that look. In MHA the official term is Heteromorph

None of the other animal-like people used to be animals. Theyre all humans born with heteromorph quirks (quirks that change your body appearance). Even if other animals developed quirks, they wouldnt be humanoid or be able to talk like Nezu because his quirk literally makes him smart enough to talk and walk and etc.
