My guess is that the electronics in the stopwatches are input voltage to their LCDs essentially at >100hz, but visibly the liquid crystals aren't changing polarization that fast, which is typical of the type of LCD used for those devices..usually passive matrix (each segment is a "pixel") with a reflective backing, sometimes with an EL layer. Very slow update speed (tens to hundreds of miliseconds) but VERY low power consumption. While the iPhone is designed for transmissive (with LED backlighting, unless they've switched to ~AMOLED since I looked into it a while back) with very fast refresh (several miliseconds), full color...but very power intensive and driven by an even more power intensive GPU...with a multitasking OS behind it... All that being said, I think the end result is similar: while the clock might be better than 10ms resolution, the display isn't, but neither is touching the button. ;)
